Public-sector communication is judged differently from advertising. Nobody counts impressions on a health insurance campaign — they count enrolments, and then they count what happens to the people who enrolled.
Four things that do not apply to a product launch
The audience is everybody
You cannot buy a demographic. A health campaign has to reach the people no digital plan reaches, which is why radio and out-of-home carry most of the weight.
The message moves
Guidance changes weekly in an emergency. The discipline is keeping one voice steady while the content underneath it keeps being revised.
Authority has to be obvious
A citizen deciding whether to act needs to know at a glance that what they are reading is official. That is a design problem as much as an editorial one.
The measure is uptake
Enrolment, attendance, vaccination. Reporting against reach on a campaign like this is a way of avoiding the question.
